oman citizens believed that Rome was
the best-run city in the world. It had good
laws, fine buildings, fresh water, drains that
worked, cheap entertainment, and free food for the
poor. At first, Rome was ruled by kings. Then, in

BCE, it became a republic. It was ruled by officials
who were chosen and voted for by the citizens.
After
27
BCE, Rome was ruled by emperors. Some
emperors were wise and fair; others were very bad.
