WHOSE FAULT?
Investigations have blamed various people for the attack on Pearl Harbor. Days after the
attack, Lieutenant General Walter C. Short (pictured) and Admiral Husband E. Kimmel
were removed from their posts. A January 1942 report accused both of failing in their du-
ties. A 1944 report blamed officials in Washington, D.C. A 1995 report shared blame among
government officials and military commanders. This report cited a lack of communication
and preparation.
