When the Constitution was set out
in 1867, only a few people lived in
Canada’s territories. At that time,
Canada’s population was much
lower than it is today. For this
reason, Canada’s
founders
decided
it would be better for the federal
government to run the territories.
Also, at the time, the territories
were very difficult to reach, had
limited mail services, and no phone
services. Federal government
leaders could not easily meet or
discuss issues with local leaders
in the territories, so running them
from a central, federal government
made more sense.
The Charter of Rights and Freedoms
says that all Canadians must be
treated as equals under the law.
