criminalization of blackness of marginalized communities,
it often begins with the enforcement of these very low-level
crimes with overzealous and overuse of force. 67

A recent focus of Campaign Zero is fi ghting what its founders
believe is a serious threat to black communities by the Trump ad-
ministration. In January 2017, just before Donald Trump was inau-
gurated, Campaign Zero linked to a website called the Trump Re-
sistance Manual. The website covers proposed policies on health
care, immigration, and mass incarceration. Visitors to the site are
encouraged to get involved in local activism on behalf of police
reform issues, as well as LGBT rights, education, and climate
change, among others. Yet even as Campaign Zero expands into
a variety of issues, police reform remains its highest priority.
